Breadcrumb Home Planning Our role as the Local Planning Authority Our role as the Local Planning Authority Our role as the Local Planning Authority is to support high‑quality, inclusive sustainable development that delivers new homes, new commercial and industrial uses, opportunities for local people, infrastructure, streets and spaces. We are responsible for plan-making, some heritage and nature designations, planning decision-making, planning enforcement and securing developer contributions across the area. We work closely with our host boroughs (Brent, Ealing and Hammersmith and Fulham), the Greater London Authority, statutory bodies, landowners, developers and local communities. Through Schemes of Delegations, we delegate certain planning functions from OPDC to our host boroughs of Brent and Ealing. Planning policy and guidance OPDC is responsible for setting the local planning framework for the OPDC area. Our planning policies guide decisions on development and provide certainty about what is expected in the OPDC area. This work includes: Preparing, monitoring and reviewing the OPDC Local Plan, which sets out the Spatial Vision and planning policies. Producing supplementary planning policy and guidance to support the Local Plan. Producing guidance for and designating heritage assets such as conservation areas and Local Heritage Listings. Supporting Neighbourhood Forums in developing Neighbourhood Plans. Designating Article 4 Directions and Tree Preservation Orders. Producing research and evidence base to support planning policies. Planning applications and decisions OPDC decides planning applications within the OPDC area, including major and strategic development via our Planning Committee or via an officer decision. This is carried out in accordance with OPDC’s Scheme of Planning Delegations. We assess proposals against our planning policies, London‑wide policies, national policies and other material considerations to ensure development is appropriate, well designed, and sustainable. We also provide pre‑application advice to help applicants understand planning requirements early in the process. Planning enforcement Planning enforcement is an important part of our role. We investigate alleged breaches of planning control and take action where necessary to ensure development complies with planning permissions.
