Old Oak Neighbourhood Forum

Designation as a Neighbourhood Area

On 30 November 2021, OPDC designated an amended Old Oak Neighbourhood Area. Public consultation on the Old Oak Neighbourhood Forum’s proposal to extend the Old Oak Neighbourhood Area took place from 13 September and 25 October 2021. Consultation materials can be viewed on our consultation platform.

The designated amended Old Oak Neighbourhood Area is different to the extension applied for by the Forum. The amended area includes an additional area of the Lords Builders Merchants site and removes the western corner of Atlas Junction roundabout. The Old Oak Neighbourhood Area is the area for which a Neighbourhood Plan can be developed. Once adopted, a Neighbourhood Plan will contain policies that will be used to shape development within its area. We’ll be supporting the Forum in the development of the Neighbourhood Plan.

Information about the designation and reasons for amending the area are set out in the Old Oak Neighbourhood Area Amendment Decision Document. Further information is set out in:

The designated amended Old Oak Neighbourhood Area can be viewed here and on OPDC's Policies Map.

2017/18 Second Old Oak Neighbourhood Forum application

Following the refusal of OPDC Board to designate the Old Oak Neighbourhood Forum in September 2017, OPDC received a second application in October 2017 to designate the Interim Old Oak Neighbourhood Forum as the neighbourhood forum for the Old Oak Neighbourhood Area.

Public consultation on the application took place between 22 November 2017 and 18 January 2018.

2017 First joint Old Oak Neighbourhood Area & Forum application

The London Borough of Hammersmith and Fulham Council (LBHF) and the Old Oak and Park Royal Development Corporation (OPDC) received joint applications from the Interim Old Oak Neighbourhood Forum to designate the Old Oak Neighbourhood Area and the Old Oak Neighbourhood Forum. As Local Planning Authorities both LBHF and OPDC had to consider these applications separately.

A public consultation of the proposed Old Oak Neighbourhood Forum and Old Oak Neighbourhood Area took place from 3 May 2017 to 15 June 2017.

On 12 September 2017, OPDC designated the previous Old Oak Neighbourhood Area.

Further information regarding the designation and the reasons for amending the area originally applied for are set out in the Old Oak Neighbourhood Area Decision Document.

On 12 September 2017, the OPDC Board refused to designate the Interim Old Oak Neighbourhood Forum as the neighbourhood forum for the Old Oak Neighbourhood Area. The application was refused due to the interim forum not meeting the legal requirement to have 21 members from within the boundary of the Old Oak Neighbourhood Area. This results from the changes made to the designated area. The reasons for refusing to designate the forum are set out in the Old Oak Neighbourhood Forum Refusal Statement, in the report to Board and in the presentation to Board.
