Breadcrumb Home Planning Developer contributions Community Infrastructure Levy Community Infrastructure Levy Community Infrastructure Levy (CIL) is a charge on new development that is used to fund infrastructure in the OPDC area. The charge is based on three factors: the amount of floorspace that a new development will create, the type of use that it will comprise (for instance, residential, hotel or office uses), and the part of the OPDC area in which it is located. Charging Schedule and Instalment Policy The different rates at which CIL is charged in the OPDC area are set out in our CIL Charging Schedule, which was adopted on 28th February 2024. It came into effect on1 April 2024 and applies to developments given planning approval from this date. OPDC Community Infrastructure Levy (CIL) Charging Schedule OPDC CIL In kind and Infrastructure Payments Policy CIL is also subject to indexation which allows the rates to be adjusted annually to reflect inflation: 2025 Annual CIL Rate Summary 2026 Annual CIL Rate Summary OPDC has a CIL Instalment Policy which applies to OPDC CIL and Mayoral CIL payments and requires payment in two instalments: CIL payments of <£100,000: payment is due in full within 60 days of commencement. CIL payments of £100,000 or more: the greater of £100,000 or half the value of the total amount payable within 60 days of commencement of development the remainder within 240 days of commencement of development If your development is liable then you will need to complete a Form 1: CIL Additional Information and submit this with your application before we can process it. Further information on this, together with a copy of the form can be found on the Planning Portal website. The CIL Charging Schedule was subject to an independent examination. Information about the examination, including the Examiner’s Report can be found on the CIL examination webpage. CIL Emergency Measures In October 2025, the government and the Mayor of London announced time-limited emergency measures to support housebuilding in London. The proposals include temporary and targeted partial relief from CIL, with higher levels of relief for residential schemes providing more than 20% social and affordable housing, if they commence by 31st March 2030. These changes are yet to come into effect as they will require amendments to the CIL Regulations. Further details of the proposals, and consultation undertaken to date, are available here. Once the amendments are made, this webpage will be updated to confirm the details of the additional relief being made available, and the process for claiming this relief. Neighbourhood Portion of CIL (NCIL) Neighbourhood CIL (NCIL) represents 15% of the Community Infrastructure Levy collected by OPDC (increasing to 25% where a neighbourhood plan has been adopted). We are continuing to work with the local community to decide how best to use this portion of the levy. Purpose of the NCIL Priorities Consultation Between 16th June and 28th July 2025, we asked local communities in North Acton, Old Oak and Park Royal to share their views on their priorities for how NCIL funds should be spent. This consultation helps us understand which types of infrastructure matter most to residents, and will inform how funding allocation decisions are made. The NCIL Consultation Statement 2025 provides more information about the consultation. NCIL Next Steps When £500,000 of NCIL funds has been collected, OPDC will invite applications for projects. Each proposal will be assessed and shared for further public feedback before funding decisions are made.’ Mayoral Community Infrastructure Levy (MCIL) In additional to CIL charged by local planning authorities, the Mayor of London also charges a levy on development across London, known as Mayoral CIL (MCIL). Funds raised from MCIL are used to fund strategic infrastructure projects, including Crossrail.
